The Transformational Satellite Communications System (TSAT) Space Segment contract involves the design, development, production, and deployment of a constellation of advanced communications satellites, along with a ground command and control element and a CONUS ground gateway. This system aims to deliver seamless, secure, and global network communications for defense and intelligence users. The initial launch capability for the TSAT is scheduled for the first quarter of Fiscal Year 2016. The contract will be competitively awarded by the MILSATCOM Systems Wing as a single agreement covering Block 1 (Space Vehicles 1 and 2) and Block 2 (Space Vehicles 3-5) development, with options for production and additional activities extending potentially through Fiscal Year 2023. The solicitation, released around May 21, 2007, requires offerors to be capable of handling classified materials up to Top Secret level and must be registered in the Department of Defense Central Contractor Registration database. The contract is a full and open competition that encourages participation from small and disadvantaged businesses. Interested parties must sign a Non-Disclosure Agreement to access solicitation materials and coordinate closely with designated points of contact. An Ombudsman is available to address concerns confidentially during the proposal phase without interfering with the source selection process. The government reserves the right to award the contract without discussions, and all proposals must demonstrate the ability to integrate with existing TSAT systems and the broader Global Information Grid network.
