AI Contract Overview

The Naval Surface Warfare Center Carderock Division’s Maneuvering and Control Division (Code 5600) plans to contract with Virginia Polytechnic Institute (VPI) for the measurement of non-body forces and moments on the Newport News Experimental Model (NNEMO) during steady and unsteady wind tunnel maneuvers. This contract will be awarded as a firm-fixed price purchase order via Simplified Acquisition Procedures, with VPI being the sole source due to its unique capabilities and specialized facilities. Central to the effort is the use of VPI’s proprietary Dynamic Plunge-Pitch-Roll Apparatus (DyPPiR), which enables advanced wind tunnel testing. The project benefits from decades of expertise of Professor Roger L. Simpson, who developed the DyPPiR actuator and associated measurement technologies, and graduate student Kenneth Granlund, who has engineered software for precise extraction of low-uncertainty force and moment data during unsteady testing. The government retains discretion to consider other responsible sources if they respond, but the intent is to negotiate solely with VPI, which has demonstrated the necessary experience and technological tools to fulfill the requirement. Interested parties were invited to submit capability statements by early February 2006 to determine the need for competition. The contract, titled “A--WIND TUNNEL TESTING,” reflects a focused effort to leverage VPI’s specialized measurement systems and expertise to support critical wind tunnel research in a way that ensures accurate evaluation of aerodynamic forces and moments on naval experimental models.

Full Description

The Maneuvering and Control Division, Code 5600, of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to measure the Newport News Experimental Model (NNEMO) non-body forces and moments in steady and unsteady wind tunnel maneuvers. In support of this effort, NSWCCD intends to negotiate with only one source and award a firm-fixed price purchase order using Simplified Acquisition Procedures to Virginia Polytechnic Institute (VPI). VPI has the necessary facilities, expertise, and tools required to meet the governments requirement. This task will require the use of the unique VPI Dynamic Plunge-Pitch-Roll Apparatus (DyPPiR) tool for wind tunnel testing. Professor Roger L. Simpson of Virginia Polytechnic Institute (VPI) has for over 35 years focused on measurement and calculation of separation turbulent flows, both with 2-D and 3-D cases under both steady and unsteady conditions. He has supervised the design and development of the Dynamic Plunge, Pitch and Roll (DyPPiR) actuator with the associated special measurement technologies for forces and moments, surface pressure and skin friction. Kenneth Granlund is a graduate student enrolled in the PhD program at VPI. He has developed the software procedures for extracting low-uncertainty force and moment data for unsteady wind tunnel testing with the DyPPiR. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward capabilities statements to the POC (contact@example.gov) no later than 2/11/2006.

Solicitation # N0016726R1006
The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is soliciting a single-award indefinite-delivery/indefinite-quantity (IDIQ) contract for scientific, engineering, and technical services to support Synthetic Signature Generation (SSG) based simulation systems. The scope includes the design, development, fabrication, integration, testing, fleet implementation, and maintenance of systems across five Navy fleet training categories: Submarine Team, Navigation, Surface, Surveillance, and On-Board. The contractor will operate within an Integrated Product Team (IPT) to provide technical engineering support to onsite maintenance personnel and support tactical testing and analysis for common simulation subsystems. The contract is structured with Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) CLINs and Cost Only Other Direct Costs (ODC) CLINs, with a total estimated labor requirement of 455,040 hours over a three-year period from August 10, 2027, to August 10, 2030. The procurement is a full-and-open competition evaluated on a best-value basis, prioritizing technical approach, management, and personnel over past performance and cost. Key requirements include a Top Secret facility clearance and Secret safeguarding for personnel, with specific Cyberspace Workforce (CWF) certifications aligned with DoDM 8570.01. Performance will be monitored via a Quality Assurance Surveillance Plan (QASP) using a rating scale from Exceptional to Unsatisfactory. Proposals must be submitted by November 9, 2026, and include detailed staffing plans and past performance narratives. The government has established a small business participation goal of 17 percent and requires the use of Wide Area Workflow (WAWF) for invoicing, with a 15 percent fixed fee withholding policy until a threshold of 100,000 dollars is reached.
