AI Contract Overview
The Naval Air Systems Command at Patuxent River, Maryland, is seeking to award a sole-source order under Basic Ordering Agreement N0001925G0005 to Northrop Grumman Systems Corporation for non-recurring engineering support to enable automated calibration data output from the Advanced Threat Warner (ATW-0003) sensor and Large Aircraft Infrared Countermeasure System Processor Replacement (LSPR-4000) for integration into the Marine Air-Ground Task Force Agile Network Gateway Link family of systems. This effort is classified as a non-competitive acquisition under Title 10 U.S.C. 3204(a)(1) and FAR 6.103-1 because Northrop Grumman is the exclusive developer, producer, and depot repair facility for the AN/AAQ-24 system, with no other entity capable of meeting the technical or operational requirements. The Government lacks ownership of essential manufacturing processes, test equipment, and proprietary tooling, and all technical data remains the exclusive intellectual property of Northrop Grumman. This notice is not a request for proposals or a solicitation for bids, and no contracts will be granted based on responses to this publication. The solicitation number is N000019-26-RFPREQ-TPM272-0178, with a response deadline of June 24, 2026, and the North American Industry Classification System code is 334511. The primary point of contact for inquiries is Contract Specialist Jeda Yurko, and all correspondence must be directed to her at the provided email address. The work will be performed in Rolling Meadows, Illinois, and while the Government retains full discretion to proceed without competition, interested parties seeking subcontracting roles are directed to contact Northrop Grumman directly through Kerri-Ellen Kelly.

Full Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) at Patuxent River, MD has a requirement to award a new order under the Basic ordering Agreement (BOA) N0001925G0005 for non-recurring engineering (NRE) to allow automated calibration data to be output from the Advanced Threat Warner (ATW-0003) sensor / Large Aircraft Infrared Countermeasure (LAIRCM) System Processor Replacement (LSPR-4000) processor for use in the Marine Air-Ground Task Force (MAGTF) Agile Network Gateway Link (MANGL) family of systems (FoS).
The Government intends to award this on a sole source basis to Northrop Grumman Systems Corporation (NGSC). In accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” NGSC is the sole developer, producer, and depot repair facility for the AN/AAQ-24 and no other supplies or services will satisfy agency requirements. In addition, the Government does not own all the required manufacturing processes, test equipment, and automated program tooling necessary to compete the production and associated support services of the AN/AAQ-24. Drawings and other technical data are proprietary to NGSC.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
