The Naval Air Systems Command (NAVAIR) intends to award a new order under the existing Basic Ordering Agreement N0001925G0005 for non-recurring engineering services to enable automated calibration data output from the Advanced Threat Warner (ATW-0003) sensor and the Large Aircraft Infrared Countermeasure System Processor Replacement (LSPR-4000). This work is intended to support the Marine Air-Ground Task Force Agile Network Gateway Link (MANGL) family of systems. The contract will be awarded on a sole source basis to Northrop Grumman Systems Corporation (NGSC), as they are the sole developer, manufacturer, and depot repair facility for the AN/AAQ-24 system. The government lacks the necessary manufacturing processes, proprietary technical data, and tooling to compete this work, justifying the sole source award under applicable federal regulations. This notice is not a solicitation or a request for proposals, and no contract will be awarded based on responses to this announcement. Interested parties may submit inquiries to the designated Contract Specialist by June 24, 2026. Additionally, potential subcontractors seeking opportunities related to this effort are advised to contact Northrop Grumman directly. The place of performance is identified as Rolling Meadows, Illinois, and the procurement is managed through the Naval Air Systems Command office located in Patuxent River, Maryland.

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD has a requirement to award a new order under the Basic ordering Agreement (BOA) N0001925G0005 for non-recurring engineering (NRE) to allow automated calibration data to be output from the Advanced Threat Warner (ATW-0003) sensor / Large Aircraft Infrared Countermeasure (LAIRCM) System Processor Replacement (LSPR-4000) processor for use in the Marine Air-Ground Task Force (MAGTF) Agile Network Gateway Link (MANGL) family of systems (FoS).

The Government intends to award this on a sole source basis to Northrop Grumman Systems Corporation (NGSC). In accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” NGSC is the sole developer, producer, and depot repair facility for the AN/AAQ-24 and no other supplies or services will satisfy agency requirements. In addition, the Government does not own all the required manufacturing processes, test equipment, and automated program tooling necessary to compete the production and associated support services of the AN/AAQ-24. Drawings and other technical data are proprietary to NGSC.

THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Jeda Yurko, at jeda.m.yurko.civ@us.navy.mil. Responses to this notice must be submitted by 24 June 2026.
