1. Objectifs de l’avis d'intention Le présent avis ne constitue pas un appel d’offres mais plutôt la publication de l’intention d’accorder un contrat au fournisseur identifié au présent avis. Tout fournisseur jugeant être en mesure de satisfaire les exigences identifiées dans le présent avis d’intention peut, au plus tard avant la date de clôture du présent avis, en faire part à la Régie en démontrant ses aptitudes à livrer les biens et services demandés. Les réponses reçues au plus tard à la date de clôture de l’avis seront prises en considération qu’aux seules fins d’aviser s’il y a lieu ou non de recourir à un appel d’offres en régime de concurrence. Si la Régie juge qu’aucun autre fournisseur n’a réussi à faire la démonstration de sa capacité à réaliser adéquatement le projet, la Régie se réserve le droit de maintenir sa décision initiale de confier ce contrat au fournisseur identifié au présent avis. Contexte Le « Référentiel des médicaments » de la firme Vigilance Santé Inc. (ci-après appelée « Vigilance Santé »), utilisé depuis 2008 à la Régie, fait partie intégrante de la solution du Service québécois d’information sur les médicaments (SQIM). Il est mis à jour dans le SQIM sur obtention d’une nouvelle copie de fichiers électroniques rendue disponible hebdomadairement par Vigilance Santé. Ce référentiel est sollicité quotidiennement par les diverses clientèles alimentant le SQIM (Cliniques médicales et pharmacies). Par conséquent, les informations sur les médicaments alimentées par le « Référentiel des médicaments » sont essentielles au bon fonctionnement de la solution SQIM et par le fait même du Dossier Santé Québec (DSQ). Afin d’éviter toute interruption de service et de ne pas compromettre la qualité et l’intégrité des données de la solution du domaine médicaments du DSQ, la Régie a procédé à l’adjudication de contrats de gré à gré d’une durée de trente‑six (36) mois chacun, conclus en 2014, 2017, 2020 et 2023 avec la firme Vigilance Santé Inc. 3. Description des besoins Le domaine médicaments au DSQ contient l’identification et la caractérisation de tous les médicaments qui peuvent être prescrits, administrés ou délivrés au Canada, ainsi que la liste des médicaments RAMQ, le tout en français et en anglais. Le contrat d’abonnement au « Référentiel des médicaments », conclu entre la Régie et la firme Vigilance Santé, arrivera à échéance le 30 juin 2026. À compter du 1er juillet 2026, la Régie devra s’assurer du maintien d’un accès continu au service de mise à jour du « Référentiel des médicaments », afin d’assurer le bon fonctionnement du domaine des médicaments au sein du DSQ. 4. Durée du contrat Le contrat sera d’une durée de trente-six (36) mois débutant le 1er juillet 2026. Motifs Suite à une étude sérieuse et documentée (ESD) relative aux produits sur le marché et les actifs détenus par la Régie, cette dernière démontre des coûts d’impact majeurs pour implanter, optimiser et utiliser une solution autre que « Vigilance Santé » qui répond aux besoins de la Régie. 6. Date limite pour signifier l’intérêt Le fournisseur intéressé qui considère être en mesure de démontrer qu’il répond en totalité aux exigences de la Régie, doit signifier son intérêt en soumettant l’information requise, par courriel au représentant désigné de la Régie de la Régie à l’adresse sgc.fournisseurs@ramq.gouv.qc.ca, au plus tard le : Heure et date : 17h00, le 11 juin 2026.
