Acquisition of one PHEV Sedan

The U.S. Embassy in Paris, France, is soliciting offers for the purchase of one large plug-in hybrid electric vehicle (PHEV) sedan under solicitation number 19FR6326Q0095, with a fixed-price contract award to be made to the lowest-priced technically acceptable and responsible offeror without discussions. The vehicle must comply with detailed specifications including a five-door, automatic transmission, gasoline-powered PHEV with French specifications, minimum 560 horsepower, 420kW power, all-wheel drive, CO2 emissions no higher than 79 g/km, and an electric-only range of at least 80 kilometers. Physical requirements include black metallic paint, black leather seats, 21-inch rims, and dimensions meeting minimum height, width, length, and wheelbase standards. The offer must include a preparation package containing vehicle cleaning, at least 10 liters of gasoline, and pre-delivery testing. The vehicle must be delivered no later than 210 calendar days after contract award to the GSO/MP section in Paris, France, under FOB destination terms. Title transfers to the U.S. Government upon acceptance, and the contractor must provide the name and address of at least one certified repair facility in or near Paris, along with a bilingual project manager fluent in both English and French.
