The National Institutes of Health Nida, under the Department of Health and Human Services, awarded contract 75N95022C00032 to Technical Resources International, Inc. for the ACTIV-1 Time-limited Biospecimen Storage and Related Services associated with COVID-19. This sole source award facilitates the transition of biospecimen storage and data management from a BARDA task order to a research and development contract under NIH/NCATS. The work is performed in Bethesda, Maryland, under NAICS code 541380. The agreement was established as a cost-plus-fixed-fee type contract rather than a fixed-price contract due to the inherent uncertainties of research and development, which prevented costs from being estimated with sufficient accuracy. This action was awarded using other than full and open competition, with the justification provided in accordance with FAR Subpart 6.305.

Full Description

This is a synopsis of contract award pursuant to FAR Subpart 5.3. This was awarded using other than full and open competition, and the justification is also being posted herein for thirty (30) days purusant to FAR Subpart 6.305. The contract action was awarded as a cost-plus-fixed-fee type contract and not fixed price. The rationale for the contract type was because this is research and development (R&D) and uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
