The Florida Department of Environmental Protection is seeking contractors for the rehabilitation of Culvert 2 and the seawall at Hugh Taylor Birch State Park. This project is crucial to address structural concerns and maintain the park’s infrastructure, ensuring consistent access and safety for visitors. Key responsibilities for the contractor include the excavation and replacement of the existing culvert, as lining is not feasible due to the potential for collapse. Additionally, the project requires replacing the current 48” Corrugated Metal Pipe with a new 48” High-Density Polyethylene pipe, while carefully maintaining the original capacity. The replacement process will ensure that the seawall is not fully exposed, as it has surpassed its expected life span according to historical data. Future replacement plans will address the existing 48” CMP through the wall as part of broader seawall repairs or replacement efforts. The contract’s duration depends on the scope and weather conditions, though specific timeframes have not been outlined. The project will be executed at Hugh Taylor Birch State Park, located in Florida. Interested contractors must submit bids that include acknowledgment of addenda and comply with stated requirements to avoid rejection. The estimated contract value ranges from $500,000 to $1,500,000, reflecting the project's extensive nature and the emphasis on preserving vital park components. The solicitation’s key dates include a submission deadline on January 28, 2025, overseen by Alisha Sadler, a Contracts Specialist with the department.

January 8, 2025 NOTICE TO APPLICANTSADDENDUM NO. ONE (1) Hugh Taylor Birch State Park - Culvert 2 Rehab & SeawallDEP BID NO. BDC33-24/25 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Alisha Sadler, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid. _______________________________________Signature of Contractor and Date The following statements supersede & supplement the corresponding items in the specifications & drawings: Question: To minimize access issues to the park, due to the limited space, vehicular and foot traffic. Will the department entertain Trenchless CIPP lining (Fully structural designed) in lieu of the designed conventional excavation and replacement? CIPP would cover all existing CMP? Answer: CIPP lining will not work since the existing culvert is potentially collapsed. Question: Will the department entertain Trenchless Slip Lining the existing 48” Metal pipe with 42” DR32.5 Solid wall HDPE?Answer: We don’t want to reduce the capacity of the existing culvert. Question: Are there any inspection reports of the interior of existing 48” metal pipe? Answer: Not that I am aware of. Question: Since conventional dig and replace is designed, does the department have any structural data of the existing seawall since it will be exposed with excavation?Answer: There are historic reports of the seawall and per the reports it has exceeded its life expectancy. Thus, the replacement does not go all the way to the existing seawall and does not expose the existing seawall. Question: Has an analysis of the existing seawall been conducted to assume load from water side during tide fluctuations when rear of wall is exposed for designed excavation? Answer: See the response to comment #4. Question: Plans show a connection detail from proposed 48” HDPE to Exiting 48” CMP, which we assume is original. What is the plan for future decay of the 48” CMP at this location at the rear of the seawall?Answer: Replacement of the existing 48” CMP through the wall will occur when the seawall, in the future, is repaired or replaced. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
