ADM Aging and Surveillance

The Government is seeking to award a single Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with a five-year ordering period for the acquisition of projected aging and life models for Air Delivered Munitions (ADM), under solicitation FA821326RB002. This full and open competition is not set aside for small businesses, and all responsible sources may submit proposals in accordance with Section L, which includes a detailed pricing table and required provisions and clauses. Proposals must be submitted encrypted via DoDSafe to nicholas.padgett.2@us.af.mil, but only after the offeror first requests a DoD Safe Link from Nicholas Padgett. All inquiries must be submitted by April 3, 2026, and responses will be posted publicly on SAM.gov. The solicitation includes Controlled Unclassified Information (CUI) requiring registrants in SAM.gov to submit a need-to-know justification for access, approved by the Contracting Officer. The Performance Work Statement (PWS) outlines key deliverables including quarterly, annual, final, and Palm reports, with bomb variants requiring delivery within 90 calendar days of task order award. The contract will be executed at Hill Air Force Base, Utah, with inspection and acceptance occurring at the destination per FAR clauses 52.246-4 and 52.246-5. Invoicing must be conducted electronically through the Wide Area Workflow (WAWF) system, and receiving reports must comply with DFARS Appendix F. Offerors must maintain current representations and certifications in SAM.gov, including compliance with FAR clauses 52.203-2, 52.203-11, and 52.203-18, and must satisfy cybersecurity requirements under CMMC, maintaining the mandated level for any system handling FCI or CUI. The evaluation will consider cost or price and non-price factors combined as approximately equal in weight, with a 10 percent price adjustment applied to offers from HUBZone and other small business concerns unless waived. The contract incorporates multiple FAR and DFARS clauses with deviations in key areas such as system registration, changes, and subcontracting, and requires adherence to ISO-9001 quality standards, with flow-downs to subcontracts involving critical items.
