Admin Services/Aluminum License Plates Hauling and Recycling

The Virginia Department of Motor Vehicles is seeking an experienced firm to collect, haul, and recycle customer-returned and damaged aluminum license plates from all Customer Service Centers and Select Office locations statewide. The contract begins on January 1, 2027, for a one-year term with five optional one-year renewals. The selected contractor must provide monthly pickups from Customer Service Centers and bi-monthly pickups from Select Offices, utilizing licensed recycling facilities. A key requirement of the agreement is a revenue-sharing model where the contractor proposes a percentage of the scrap yard proceeds to be returned to the DMV monthly by the 15th of each month. To be eligible, bidders must demonstrate the capacity to handle at least 30,000 pounds of aluminum per month and possess necessary equipment, including liftgates and hand trucks. Compliance with USDOT, FMCSA, and DMV Operating Authority regulations is mandatory, along with maintaining specific insurance coverages, including $1,000,000 in automobile liability and $2,000,000 in aggregate commercial general liability. Award priority is given to DSBSD-certified micro businesses, with the final selection based on the lowest responsive and responsible bidder. Applications must be submitted via the eVA portal by October 23, 2026, and must include a proposed pickup schedule, a revenue-sharing percentage, and a list of equipment to be used.
