Military Sealift Command, Norfolk awarded a sole source bridge contract to One Federal Solution on May 11, 2015, for Administrative and Human Resource Support Services. This action, categorized under NAICS code 561110, provides an initial 60-day term with five additional 30-day option periods. The contract was established to prevent mission failure and ensure that civilian mariners remain ready to serve onboard vessels vital to United States national security. This bridge agreement provides for 38 personnel and two vehicles to maintain essential manning, logistics, and command support. The non-competitive award was executed in accordance with FAR 6.3 due to unusual and compelling urgency resulting from a GAO protest of the original competitive solicitation, N00033-14-R-8007. This temporary arrangement allows the Department of Defense the necessary time to complete the competitive follow-on procurement process. The contract is managed by the Military Sealift Fleet Support Command in Norfolk, Virginia.
