Administrative Emergency Medical Services (EMS)

The Department of Defense, through the Medical Readiness Contract Office-West at Fort Bliss, Texas, has issued a Sources Sought Notice to identify interested and capable firms for an upcoming Firm Fixed-Price contract to support Utah Occupational Health Clinics at Tooele Army Depot and Dugway Proving Ground in Utah. This notice is for market research only and does not constitute a solicitation or an offer award, with no proposals currently being accepted. The purpose is to assess the interest and qualifications of a broad range of businesses, including small businesses such as 8(a), HUBZone, Women-Owned, and Service-Disabled Veteran-Owned Small Businesses, as well as large businesses. Based on responses, the Government will determine the appropriate solicitation type, ensuring adequate competition. The contract requirement involves administrative support and maintenance of Emergency Medical Services (EMS) protocols compliant with federal, state, and local regulations, for a base period from September 1, 2026, through August 31, 2027, with four one-year options. Qualified providers must be licensed physicians (MD or DO) and will be tasked with providing technical support, annual EMS protocol evaluations, quarterly ambulance run reviews, monthly response time analyses, and random audits with detailed reporting to government officials. Participants must also demonstrate capability to manage contracts of similar complexity. Responses must include company details, capability statements, and business size/type, and be submitted by May 12, 2026. Interested firms must be registered in the System for Award Management (SAM) and direct all communications exclusively via email to the designated Contract Specialist.
