The contract awarded to Information Technology Coalition Inc. (ITC) is a short-term, three-month bridge agreement under the DHS-wide IDIQ contract PACTS II, intended to ensure uninterrupted administrative and technical support services for the Office of Field Operations at the San Diego Sector. This Delivery Order, effective from June 18 to September 17, 2018, addresses a critical gap between the expiration of ITC’s previous contract and the initiation of a new, longer-term competitive contract. The award was made by the US Customs and Border Protection, Border Enforcement Contracting Division, Pacific Branch, utilizing the non-competitive authority granted under FAR 6.302, reflecting a government decision to maintain continuity rather than solicit new offers for the short duration. The scope of this contract aligns with NAICS code 561110, covering administrative support services, and is managed by the Procurement Directorate Contracting Division of the Department of Homeland Security. The contract's place of performance is San Diego, California, while the official contract office is located in Washington, D.C. The contracting officer responsible for this award is Frank S. Duarte, who can be contacted for further information. This notice serves strictly as an announcement of the sole source award and is not a solicitation or request for proposals.

This is a special notice of award of a short-term 3-month bridge contract to INFORMATION TECHNOLOGY COALITION INC (ITC), under the terms and conditions of the DHS-wide IDIQ contract PACTS II (Program Management, Administrative, Operations (Clerical), and Technical Services). The US Customs and Border Protection, Border Enforcement Contracting Division, Pacific Branch, under the authority of FAR 6.302, has awarded Delivery Order 70B03C18F00000441, effective June 18, 2018 through September 17, 2018, to ITC in the interest of ensuring continuity of services for the requirements of the Office of Field Operations, San Diego Sector for these critical services. The bridge contract covers the unexpected gap between the ending of the old contract for which ITC was the incumbent, and the separate solicitation for a new longer-term competitive contract for the same services. This notice is not a request for proposals, nor a solicitation for prospective offerors. The determination not to compete this short-term bridge action is solely within the discretion of the Government.

Aeromedical Case Management Support
Solicitation # FA664326Q0004
This solicitation, FA664326Q0004, is a combined synopsis and solicitation for commercial services under FAR Part 12, issued as a Request for Quote to acquire non-personal aeromedical case management support services for the Headquarters Air Force Reserve Command Office of the Command Surgeon. The effort supports approximately 70,000 Air Force Reserve personnel by managing end-to-end medical case processing, data entry into DoD systems including AIMWTS, ECT, and PEPP, program administration, and unit-level customer service, all while maintaining performance thresholds and absorbing workload surges up to 15%. The contract is a total small business set-aside with a Firm-Fixed-Price structure across five contract line items: one 12-month base period and four optional 12-month periods, each requiring a monthly FFP rate covering all labor, management, and operational resources, with invoicing performed monthly in arrears through Wide Area WorkFlow. Quotations must be submitted electronically by 4:00 PM EST on August 7, 2026, using a specific email subject line and formatted as two PDF volumes—one administrative and pricing volume with a completed SF 1449 and pricing worksheet, and one technical capability volume not exceeding 15 pages, with staffing details limited to three pages. Evaluation is conducted under a Lowest Price Technically Acceptable model, where technical acceptability is a gatekeeping factor assessed across four critical sub-factors: prior experience, system proficiency, staffing adequacy, and a realistic 30-day phase-in plan; failures in any sub-factor result in rejection, after which the lowest priced technically acceptable offer is selected without negotiation. All personnel must obtain and maintain a Tier 1 (NACI) security clearance within 30 days of performance start, possess valid Common Access Cards, and sign non-disclosure agreements. The work is performed entirely at Robins Air Force Base, Georgia, with no travel required, and includes mandatory compliance with HIPAA, the Privacy Act, Section 508, and other federal regulations. The solicitation incorporates numerous FAR and DFARS clauses covering labor standards, trafficking prevention, cybersecurity, employment eligibility, paid sick leave, DEI discrimination, sustainable products, and prohibition on certain foreign equipment, with the contractor required to maintain an active SAM.gov registration and disclose Unique Entity ID and CAGE codes.
