Advanced Metal Castings Research & Development (R&D) Requirement Program (Formerly Castings)

The Defense Logistics Agency is soliciting innovative research and development solutions through a Broad Agency Announcement aimed at reducing the high volume of backorders for items containing metal castings and enhancing the overall quality, productivity, and business practices of the metal casting industry. The initiative focuses on two primary areas: procurement solutions and manufacturing technologies. Proposals must address proactive tools to improve DLA’s ability to source metal casting parts efficiently and cost-effectively, including better supply chain evaluation and enhanced tooling data management. Additionally, projects must demonstrate innovations in casting processes such as new alloys, die materials, coatings, lubricants, automation, robotics, Industry 4.0 sensors, and workforce development initiatives including training and retention programs. All submissions must align with an Area of Interest outlined in Attachment A and adhere to specific technical, managerial, and compliance requirements. The program emphasizes feasibility, viability, and desirability of proposed solutions, with evaluations based on technical merit, past performance, and cost realism rather than fixed point scoring. Proposals must be submitted in two separate volumes: a technical proposal limited to twenty single-sided pages, including a one-page executive summary and no pricing information, and a cost proposal submitted only upon request, following strict formatting standards including 12-point Times New Roman font, 1-inch margins, and inclusion of a detailed work breakdown structure, monthly cost breakdowns, and the Cost Proposal Adequacy Checklist. Offerors must be registered in SAM, not be excluded parties, and comply with cybersecurity mandates including NIST SP 800-171, CMMC, and DFARS 252.204-7008 and 7009 for safeguarding controlled unclassified information. All materials must be marked as Controlled Unclassified Information and Source Selection Information. Unique Item Identifier marking and reporting requirements apply to serially managed government-furnished property, and small business participation, including HUBZone, women-owned, and disadvantaged entities, is encouraged. The solicitation, issued under NAICS code 541715 with no set-aside, remains open through June 29, 2031, with technical proposals to be submitted electronically to designated DLA contacts. DLA retains the right to award contracts without discussions based on technical importance and funding availability, with cost realism analysis conducted as part of the evaluation.
