SRI International has been awarded a sole-source, long-term, indefinite delivery, cost-plus-fixed-fee requirements contract with a maximum value of 98,600,368 dollars for the Advanced Microcircuit Emulation (AME) improvement program. Managed by the Defense Logistics Agency Weapons Support, the contract focuses on the research, development, and reverse engineering of obsolete microcircuits to support critical Department of Defense weapon systems, including the F-15, F-16, AEGIS, and PATRIOT platforms. The work is performed at SRI's Microcircuit Emulation Center in Princeton, New Jersey, and involves producing high-fidelity emulations and transitioning validated technologies to the Generalized Emulation of Microcircuits (GEM) program. The performance period runs from February 1, 2026, through May 31, 2031, consisting of a five-year base period and one four-month option period. This acquisition was justified as a sole-source award under FAR 6.302-1 and 6.302-3 due to SRI's unique technical capabilities and institutional knowledge, which are deemed essential to avoid substantial cost duplication and program delays. Funding is provided through fiscal 2026 through 2031 research, development, test and evaluation appropriations, with obligations occurring at the delivery order level. Administrative requirements include the submission of Public Vouchers (SF 1034) every four weeks and monthly cost report reviews for invoices exceeding 10,000 dollars.

Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.
