Scope: The City of Santa Ana and the Santa Ana Housing Authority (collectively, the “City”) are seeking Proposals from one or more qualified firms or organizations (“Proposers”) capable of providing comprehensive financial, real estate, land use, compliance monitoring, and advisory services related to housing and community and economic development activities. The selected consultant or consultants will serve in a full-service advisory capacity and provide services to the City on an as-needed basis.
The City administers and supports a variety of programs and projects involving the development,financing, preservation, operation, and monitoring of affordable housing. These activities may be funded or supported through federal, state, and local resources, including, but not limited to, the Community Development Block Grant (“CDBG”) Program, HOME Investment Partnerships Program (“HOME”),Project-Based Voucher (“PBV”) Program, Low and Moderate Income Housing Asset Fund (“LMIHAF”),local inclusionary housing funds, housing revenue bonds, and other available funding sources.
To support and enhance its capacity as a lender, funder, regulator, landowner, housing authority, and administrator of housing programs, the City is seeking Proposals from firms qualified to provide services in one or more of the following areas:
•Market, financial, and pro forma analysis of affordable, mixed-income, and market-rate housing projects, including rental and homeownership projects; •Subsidy layering, financial gap analysis, development proposal evaluation, transaction structuring, developer solicitation, and negotiation support; •Multifamily and single-family housing bond advisory services; •Inclusionary housing financial analysis, in-lieu fee analysis, program design, implementation guidance, and preparation of policies and procedures; •Compliance monitoring, including review of affordability covenants, operating budgets, financial reports, audited financial statements, residual receipts calculations, and loan repayment requirements; •Real estate and land use analysis, including evaluation of applications submitted under State Density Bonus Law, review of Capital Needs Assessments, and compilation and analysis of economic, real estate, and land use data; •Review of loan documents, ground leases, regulatory agreements, and other legal or administrative documents associated with housing projects; •Analysis of Housing Asset Fund expenditures and compliance with applicable requirements of California Health and Safety Code Section 34176.1; •Assistance with compliance with the legal and administrative requirements of the Surplus Land Act, including preparation of required documents; and •General real estate, housing, land use, and community and economic development advisory services, including attendance at public meetings and other meetings as requested by the City.
The services identified above are not intended to be exhaustive or limited exclusively to affordable housing. Services may include general land use, housing, and real estate development matters undertaken for housing and community and economic development purposes.
Notes: All required sections and forms must be completed and submitted via PlanetBids in order for the proposal to be considered responsive.
The City will only consider proposals that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating that proposal was submitted successfully. Transmission of proposals by any other means will not be accepted. Proposer shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the proposer to successfully submit an electronic proposal shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids.
