Afloat Operations and Sustainment support

This contract, solicited under N3220526R500 by the Military Sealift Command in Norfolk, Virginia, is a Total Small Business Set-Aside under FAR 19.5 for Command, Control, Communications, and Computers (C4) Afloat Operations and Sustainment support. The contractor is required to deliver comprehensive technical services for C4 systems aboard the MSC fleet of ships, including the operation and sustainment of MSC Network Operations Centers (MNOCs), Mobile Expeditionary Communication Kits (MECK), and future C4 capabilities hosted at Navy Fleet Network Operation Centers (FLTNOCs). The work encompasses a broad range of activities including cybersecurity, maintenance, modernization, asset management, knowledge management, and training, all aligned with performance-based requirements under FAR 37.6. The contractor must maintain a global presence with facilities in Norfolk, Pensacola, and Honolulu, and be prepared to deploy personnel to critical international locations such as Sasebo, Yokohama, Singapore, Bahrain, Guam, Souda Bay, and Diego Garcia to support MSC and DoD operations. All personnel must hold at least a SECRET clearance based on a T-3 investigation, with TOP SECRET/SCI and CI polygraph clearances required for those supporting FLTNOCs; all must be U.S. citizens complying with DoD Directive 5240.06. The contractor is responsible for safeguarding classified information, Controlled Unclassified Information (CUI), and personally identifiable information (PII) in accordance with NISPOM and applicable DOD, DON, and MSC directives. The contractor must implement a quality management system from contract award and submit a detailed Quality Assurance Program Plan at kick-off, using Microsoft Office products for all deliverables, which include weekly and monthly status reports, inventory reconciliations, modernization and maintenance plans, deployment plans, technical manuals, and specialized reports for MNOCs, FLTNOCs, and MECK systems. Key documentation such as Program Management Plans, Monthly Status Reports, Performance Cost Reports, and Cyberspace Workforce Reports must be submitted electronically to the COR, ACOR, and PMO.
