Call for Solutions - Horizon - Customer Engagement and Digital Services Oversight

The Army Contracting Command – Rock Island, acting on behalf of the Enterprise Cloud Management Agency (ECMA), is seeking commercial-off-the-shelf solutions under solicitation ECMA_26-01 to transform customer engagement, governance, and financial operations for a rapidly expanding cloud services environment. The solution must support approximately 200 current customers with expectations to double within three to five years, while efficiently managing a high volume of 100 to 200 service requests per week. The requirement is for a fully automated, standards-based, COTS or low-code/no-code system that enables self-service capabilities, scalable financial transparency, budgeting, cost forecasting, and audit-ready reporting—all without custom development. The system must include robust SLAs and KPIs, cloud tagging compliance, role-based security, and seamless integration with existing Army financial and acquisition frameworks, ensuring end-to-end oversight of ECMA-provided cloud services with no expansion into broader SETA or acquisition functions. Proposals must be submitted as a single electronic Solution Brief not exceeding six pages in 12-point Times New Roman font, excluding the title page and intellectual property statement, with an additional three-page appendix for past performance references. Submissions are due by May 22, 2026, at 3:00 PM Central Time via email only to the designated contracting officers, and must include a Unique Entity ID, CAGE code, and disclosure of any organizational conflicts of interest with a detailed analysis and mitigation plan if applicable. The evaluation is structured around six mandatory pass/fail gate criteria covering formatting, cost realism, commercial availability, technical innovation, customer engagement processes, and past performance—all of which must be satisfied to advance. The Government intends to award a Firm-Fixed-Price contract under FAR Part 12 using Commercial Solutions Opening procedures, with a projected total value between $20 million and $25 million over the life of the contract, including options. Offerors must register in SAM.gov and use Wide Area Work Flow for invoicing. Security is managed through stringent non-disclosure agreements with third-party evaluators, and no formal security clearances are required, though data handling remains tightly controlled.
