UPDATE 12 SEPTEMBER 2025:  This sources sought update is to provide the following.


  1. The White Paper due date is now pushed out as reflected on bullet 6 below. Please disregard the dates indicated on the MS Word Document attachment, titled, "GeoSES_SourcesSoughtNotice_Rev_2025.06.17". 
  2. Additional relevant documents to GeoSES are provided via the Attachments/Links within this Notice with restricted access and will require ONLY ONE point of contact (POC) per company to request download access to each document. We kindly ask each company to be considerate with the Government's time and avoid mutliple people's requests from the same company or division. Duplicate requests will be rejected. As a reminder, a Top-Secret Facility Clearance (TS/FCL) Capability is still required. Companies not possessing the required FCL and/or having Active or Inactive Exclusions in SAM.gov at the time of documents release, will not be provided access to the documents. UPDATE 13 AUGUST 2025: 


This UPUDATE provides important information regarding the GeoSES. The information provided below is for your situational awareness.


Regarding Document Availability:


From the SAM.gov August 6th update, while we have received requests from various companies through SAM.gov, no new documents have been posted yet as we are still awaiting updated documents and security approval for release.



FYSA - The August 6th update on SAM.gov was actually the removal of the SDSV1.3 document from "public availability". This document was marked as CUI (Controlled Unclassified Information) and should not have been publicly published. The document was then re-added with restricted/controlled access, requiring individual requests via SAM.gov. However, you should already have the SDSV1.3 document from previous communications. It is the same document; so, there is no need to request it via SAM.gov.



For all other pending documents necessitating release from the Government, be advised that we are still working through the process of releasing the documents. Our Security Office has neither finalized their reviews nor provided the clearance for releasing the documents yet. This will include the .ppt Industry Day Slide Deck. We are also still working in providing answers to all Industry Questions, and those will be publicized as well.



Document Access Process Change:


For future release of additional (or pending) documents, there will be no need to use DoD Safe for document sharing. Please disregard my previous communication update concerning the use of DoD Safe. SAM.gov provides a built-in feature that allows us to share restricted documents directly with requesting companies through the system. Once documents are approved and posted, you can submit your access request through SAM.gov. I will update this in SAM.gov once the new documents are ready to be released.



Milestone Date Clarification:


Regarding the September 12th Government Scientific Review milestone date versus the September 22nd White Paper due date, please know that ALL milestone dates (including the scientific review date) will be updated once the new or pending documents are released. As of now, the White Papers are still due on September 22nd. However, if the documents pending release (mentioned above) is significantly delayed, we may also extend the white paper due date accordingly. Therefore, please disregard all other previously provided milestones (except the White Paper Due Date of 22 Sep for now); and within the "GeoSES_SourcesSoughtNotice_Rev_2025.06.17" attachment.



Next Steps:


Although not necessarily guaranteed, I expect to have a clearer timeline on documents release by the end of next week (8/22) and will communicate any updates to milestone dates at that time if available.



Reminder:

This notice updates bullet 2 from the 21 July 2025 update to clarify as follows.


Revised Instruction:


Notify industry that the forthcoming Government documentation (referenced in bullet 1 on the 21 JULY 2025 update below) will be distributed exclusively via DoD SAFE. To receive this documentation, companies MUST:


  • Submit an email request to the Government when instructed via SAM.gov (details will be provided).
  • Maintain an active SAM.gov registration.
  • Have no active "exclusions" recorded in SAM.gov.


UPDATE 21 JULY 2025: 


This notice update is to provide the following:


  1. Notify industry that the White Paper submission date is changed from 22 August 2025 to 22 September 2025, while also pending to provide the additional documentation and updates to SOO, if applicable, based on industry questions and the Government asnwers. 
  2. Nofity industry that the upcoming documentation (mentioned in bullet 1 above) will be provided via DoD Safe transmission only to companies that make an email request to the Government when instructed, and currently have an active SAM.gov registration and hold no "exclusions".
  3. Notify industry that the Government is still working on providing answers to industry questions and will be publicize via SAM.gov once finalize.
  4. Provide an updated, "GeoSES_IndustryDays_Company_Attendees" as version 2, which includes an inadvertently omitted company.
