Agile C5ISC Operational & Modernization Pipeline for Application Support Services (COMPASS): Stew (Custom and Legacy Applications) Sustainment Call

The Agile COMPASS BPA Call focuses on delivering comprehensive IT services to support and modernize custom and legacy applications within the U.S. Coast Guard’s Enterprise Information Systems, excluding those built on the four designated LCAP platforms—Appian, Salesforce, ServiceNow, and Microsoft Power/SharePoint. This effort encompasses the full lifecycle of these systems, including design, development, optimization, OEM upgrades, security audit remediation, end-of-life transitions, service requests, and migrations between USCG organizational units. The work is critical for maintaining operational capability and ensuring system resilience across non-standardized applications that form a foundational part of the Coast Guard’s command, control, communication, and legacy infrastructure. The contract is issued under the 8(a) set-aside program, targeting small businesses for participation, with a NAICS code of 541512 for Custom Computer Programming Services. Performance will be centered in Kearneysville, West Virginia, and the primary point of contact is Kevin O'Donnell, supported by Craig Anderson as the alternate.
