AI Contract Overview
This solicitation, numbered 1232SA26Q0875, is a combined synopsis and request for quotation for agricultural pesticides issued under FAR Part 12 as a commercial item acquisition. It is a total small business set-aside under NAICS code 325320, with a size standard of 1,150 employees, and is open only to responsible small business concerns. Offerors must submit a firm fixed price quotation on company letterhead that includes detailed item descriptions, prices, place of manufacture, and all associated costs such as shipping, with prices valid for at least 60 days after submission. In addition to the quotation, offerors are required to submit a completed SF-1449 form with all line items fully priced, an active Unique Entity ID from SAM.gov, and a capability statement or technical documentation proving the ability to meet or exceed all specified product requirements. The solicitation explicitly requires that all items be submitted together, and failure to provide any component will result in automatic rejection without further discussion. The contract is awardable on a lowest price technically acceptable basis, where price is the primary evaluation factor, followed by a binary determination of technical acceptability and then an adjectival assessment of past performance. The products must meet EPA registration standards and include active ingredient concentrations as referenced in attached specifications, with substitutions permitted only if they match the active ingredient and mode of action. Delivery is F.O.B. destination to the Appalachian Fruit Research Station in Kearneysville, West Virginia, with all items required to be delivered within 30 days of contract award. Quotations must be emailed to Katelyn Nelson at USDA by July 30, 2026, at 9:00 a.m. CST, with the solicitation title and number in the subject line, and questions must be submitted by July 27, 2026, at the same time. The contract incorporates numerous FAR clauses related to small business participation, cybersecurity, safety, Buy American requirements, trade agreements, anti-discrimination and DEI compliance, and environmental sustainability, with specific mandatory certifications regarding federal civil rights obligations and the absence of unlawful DEI practices. Contract administration is overseen by Elizabeth Calhoun as the contracting officer and Dennis Bennett and Tony Rugh as government technical representatives.
