AI Contract Overview
The Air Force Research Laboratory at Wright-Patterson Air Force Base is conducting market research through a Sources Sought notice for a Gas Fired Air Heater system to be installed at the B18 Complex in Ohio. This is not a solicitation or RFQ, and no contract award or payment for proposal preparation is guaranteed. Interested parties, particularly Small Businesses, must submit responses by May 21, 2026, at 10:00 AM Eastern Time, providing their company name, CAGE code, contact information, and explicit identification of their Small Business status and socioeconomic category under FAR Part 19.1. The required capability statement must demonstrate experience in delivering equipment that meets rigorous technical specifications, including a system capable of delivering heated compressed air at flow rates between 2.5 and 34 lbm/sec, inlet pressures of 300–750 psig, and outlet temperatures up to 1,250°F under outdoor exposure to salt spray and extreme conditions, with a mandated 25-year service life. The heater must comply with multiple industry standards including ANSI, NFPA 54, NFPA 70, NFPA 85/87, API 560, ISO 15649, and NEMA MG 1, and must be constructed primarily of 316 stainless steel with a corrosion allowance, featuring a forced draft burner, certified controls, and a fuel train. All submissions must be sent electronically to michael.hornberger.1@us.af.mil with the subject line “Gas Fired Air Heater,” using only .PDF, .doc, .docx, .xls, or .xlsx attachments, as .zip and .exe files will be filtered out. The equipment must undergo extensive factory testing including hydrostatic and pneumatic pressure tests, 100% radiographic examination of critical welds, and performance validation under operational load, with full documentation including test reports, certifications, warranties, as-built drawings, and operation and maintenance manuals required prior to acceptance. Acceptance occurs at the manufacturer’s facility and requires government witnessing, with no formal evaluation scoring weights or cost weighting provided, indicating a likely best value trade-off approach rather than lowest price technically acceptable. The procurement does not include contract clauses, payment details, delivery terms, or appropriation data at this stage, as it remains an information-gathering action to assess industry capability and readiness for potential future procurement.
