AI Adoption & Microsoft Copilot Enablement Services

MassHousing is seeking a qualified consultant to lead the enterprise-wide deployment of Microsoft Copilot and support broader AI adoption. The primary objectives of this engagement are to refine the existing AI adoption strategy, develop a structured and measurable deployment plan for the FY27 rollout, and operationalize these plans through execution and the delivery of training materials. Key deliverables include a refined AI adoption strategy, a detailed AI adoption roadmap with maturity milestones, and a comprehensive guidance package for the responsible use of AI. All deliverables must be provided in formats that ensure MassHousing maintains full ownership and the ability to update materials independently. The selection process is based on the most advantageous proposal, evaluated against criteria including technical capabilities, financial stability, past performance, and alignment with the agency's culture and values. Respondents must demonstrate a commitment to non-discrimination and adhere to MassHousing's information security program and data management standards. Proposals are due electronically by November 16, 2026, and must include a transmittal letter, a detailed project plan, and disclosures regarding the firm's leadership, community involvement, and any adverse legal or government actions within the last ten years. The final selection is anticipated by December 11, 2026.
