AI-powered Mosquito Surveillance System (MSS)

The U.S. Army is soliciting proposals for the lease, deployment, operation, and support of four AI-powered Mosquito Surveillance System (MSS) units to be installed at four designated Eighth Army installations in the Republic of Korea—Camp Bonifas, Warrior Base, Dagmar North Training Area, and Rodriguez Live Fire Complex—between July 1 and September 30, 2026. The systems must provide automated, AI-based mosquito species identification with high accuracy, transmit near-real-time data via a cloud-based dashboard accessible to government personnel within one hour of collection, and deliver weekly and end-of-deployment reports. The contractor must deploy, install, and activate all four units within 24 hours of the start date, conduct at least two on-site field validation visits per location, resolve system faults within six hours of notification, maintain system uptime of at least 98%, and retrieve all equipment within two business days of mission completion while restoring sites to original condition. The contract is a firm-fixed-price award with all-inclusive pricing covering equipment lease, labor, materials, shipping, transportation, and other costs. Evaluation will prioritize technical capability, including AI accuracy, dashboard functionality, reporting formats, maintenance approach, and training delivery, followed by delivery schedule adherence and price competitiveness, with award made on best value through comparative evaluation. The acquisition is set aside for small businesses, HUBZone small businesses, and service-disabled veteran-owned small businesses, and requires SAM registration with deviation 2026-O0038 applied to several FAR clauses including 52.204-7, 52.209-10, 52.222-50, 52.233-3, 52.233-4, 52.240-91, and 52.244-6. Offerors must submit a three-tab quotation—technical capability, delivery schedule, and price schedule—by June 10, 2026, and must be registered in SAM, possess a UEI and CAGE code, and comply with requirements on compensation of former DoD officials and business operations with the Maduro regime. The Contracting Officer’s Representative will monitor performance, but cannot obligate funds or alter contract terms.
