The Air Force Life Cycle Management Center (AFLCMC) at Wright Patterson Air Force Base has issued a Sources Sought notice to gather industry information for the Contracting Information Technology (CON-IT) program. This effort is focused on market research to determine the availability and capability of vendors in providing services related to the CON-IT program, specifically in custom computer programming services (NAICS code 541511). The intent is to use the Defense Information Services Agency's Integrated Defense Enterprise Acquisition System (IDEAS) as the foundation technology, which will be further customized to meet Air Force requirements, including development, integration, data migration, training, sustainment, and maintenance. Interested vendors must be capable of performing at least 51% of the work and are encouraged to submit a detailed executive summary addressing their technical capabilities, business size status, participation in small business programs, and relevant contract experience. The notice clearly states that this is not a solicitation or request for proposals and that no funds have been authorized for the effort at this time. Vendors are invited to submit responses including a CON-IT Quad Chart, executive summary, and registration form for an Industry Day event planned for May 24, 2016, which offers opportunities for one-on-one sessions. The Government also emphasizes early identification of potential Organizational Conflicts of Interest (OCI) to facilitate evaluation and mitigation as needed. Communication and submissions must be directed to the designated contract negotiator and contracting officer by May 11, 2016. An Ombudsman is available to address acquisition-related concerns independently from the evaluation and selection process. This market research aims to inform future solicitations and contract awards for the CON-IT acquisition, which seeks to enhance the Air Force’s contracting community capabilities through advanced IT solutions.

Organizational Conflict of Interest (OCI) as defined and discussed in Federal Acquisition Regulation (FAR) Subpart 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense (DoD). Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to any possible contract award with minimal impact to critical acquisition schedules. Interested vendors are requested to evaluate their potential OCI issues with regard to this requirement and identify those issues to the Contracting Officer (CO) in accordance with FAR Subpart 9.5. This will assist the CO in determining if the vendor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice. The AFLCMC Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns from industry or Government personnel to AFLCMC/CC, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry. Contact information for the AFLCMC-Wright Patterson AFB Ombudsman is as follows: Name: Lt Col Kenneth L. Decker, Jr. Address: AFLCMC/AQ-AZ 1790 10th Street, Bldg 572 WPAFB, OH 45433 COMM: 937-255-5512 DSN: 785-5512 Email: kenneth.decker.1@us.af.mil THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR AN INVITATION FOR BID (IFB) AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE.
