NASA Langley Research Center seeks to modify two government-owned Imperx Bobcat 2.0 cameras through a contract with Auburn University. Auburn University is identified as the sole capable vendor due to their previous experience with similar equipment at the center. Utilizing an alternative vendor would likely result in increased costs and significant delays due to required design work and potential hardware compatibility issues. The procurement is being conducted as a commercial item acquisition under FAR Part 12, with the work performed in Hampton, Virginia. Interested organizations were invited to submit capabilities and qualifications by August 5, 2015, to determine if the procurement would be competitive. The award notice is associated with solicitation number NNL16588341Q and NAICS code 541511.

Full Description

NASA/LARC has a requirement for modification of two existing Government-owned Imperx Bobcat 2.0 cameras. NASA/LARC intends to purchase these modifications from Auburn University. Auburn has performed this service on similar cameras we currently have at the center and they are the only vendor capable of performing these modifications. Due to a need for these cameras to be compatible with the others we currently have, selection of an alternate vendor would substantially increase the cost to the Government by forcing additional design work to be performed, with no guarantee of hardware compatibility. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/05/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
