The Air Force Command and Control Solution Analysis Integrated Product Team, part of the Air Force C2 and ISR Center, is conducting a Functional Solution Analysis as the third phase of a Capability-Based Planning process. This effort follows earlier analyses that identified tasks and needs within the C2 domain, and aims to evaluate potential materiel and non-materiel solution concepts to address the identified capability gaps. These solutions are intended to support various Air Force planning products and assessments, including the C2ISR Flight Plan and the FY08 Program Objective Memorandum, with an emphasis on achieving initial operational capability within a 20-year horizon spanning near, mid, and far-term milestones. The solicitation calls for submissions of concepts from DoD contractors and U.S. government agencies, focusing on innovative approaches to meet the C2 needs identified during prior phases. Participation is voluntary and does not guarantee contracts or reimbursement of related costs. Interested parties must request submission instructions and supporting documentation via email, providing their organizational details, and may submit proposals up until February 15, 2005. This initiative is designed to gather a broad range of potential solutions to inform Air Force decision-making and capability development efforts in command and control.

The Air Force Command and Control (C2) Solution Analysis Integrated Product Team (C2 SAIPT) of the Air Force C2 and ISR Center (AFC2ISRC)-led AF C2 Capability Analysis Team (C2 CAT) is conducting a C2 Functional Solution Analysis (C2 FSA). The C2 FSA is the third phase in the Capability-Based Planning process, following the Functional Area Analysis (FAA), which developed the tasks, and the Functional Needs Analysis (FNA), which developed the needs. The results of the C2 FAA, FNA, and FSA will be inputs to the AFC2ISRC's C2ISR Flight Plan, the AF/XI C4ISR Flight Plan, the AF CY05 C2 Risk Assessment Team (RAT)/Capability Review and Risk Assessment (CRRA)/Integrated-CRRA, and the FY08 Air Force POM. We are soliciting materiel and non-materiel solution concepts addressing the AF C2 Needs developed during the C2 FNA. Concepts are sought that could achieve IOC over the next 20 years in the near (FY08), mid (FY13), or far term (FY19). This Concept Call is open to DoD contractors and US government agencies. Companies and organizations interested in participating in this C2 Concept Call will be provided with detailed instructions for concept submission, submission templates, and the C2 Needs from the FNA. Requests for this information should be made by e-mail to contact@example.gov (tel. +1 (555) 000-0000). This request must provide the requestor's name, company or organization, address, telephone number, and e-mail address. Materiel and non-materiel solution concepts may be submitted at any time before COB 15 February 2005. Participation in this C2 solution concept solicitation is totally voluntary, and the government does not intend to award any contracts or pay any costs associated with this solicitation.
