The requirement encompasses turn-key air transportation services across the entire United States, including Alaska, Hawaii, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and all other U.S. territories, with the contractor responsible for transporting personnel, equipment, cargo, and vehicles—including Critical Transportation Need evacuees up to 20,000—via ground, sea, and air assets. The contractor must also provide comprehensive material handling, cargo manifesting, hazardous material certification, and weight and balance verification for all government traffic with full compliance to federal aviation regulations. A 3-hour readiness window is required for no-notice events, and aircraft must be positioned within 48 hours of task order issuance, supporting 24/7 emergency operations with a 5-hour response time to designated departure points and delivery readiness within 2 hours of landing.
