The Department of Homeland Security’s Incident Support Section (ISS70), under FEMA’s Office of Response and Recovery, is seeking industry input for Air Transportation Support Services through a Sources Sought Notice issued for market research purposes only, with no formal solicitation or contract award intended at this stage. The requirement encompasses turn-key air transportation services across the entire United States, including Alaska, Hawaii, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and all other U.S. territories, with the contractor responsible for transporting personnel, equipment, cargo, and vehicles—including Critical Transportation Need evacuees up to 20,000—via ground, sea, and air assets. Aircraft must cover multiple classes from small and medium cabin jets to heavy-lift turboprops, helicopters, and UAS systems, all of which must be FAA-certified and operated by qualified aircrews meeting FAA licensing, physical, and currency standards. The contractor must also provide comprehensive material handling, cargo manifesting, hazardous material certification, and weight and balance verification for all government traffic with full compliance to federal aviation regulations. A 3-hour readiness window is required for no-notice events, and aircraft must be positioned within 48 hours of task order issuance, supporting 24/7 emergency operations with a 5-hour response time to designated departure points and delivery readiness within 2 hours of landing. Submissions must include the company’s Unique Entity ID, CAGE Code, Tax Identification Number, SAM registration status, organizational structure, applicable NAICS code 481211, business size certification, and socio-economic designations such as 8(a), SDB, WOSB, HUBZone, or SDVOSB, along with statements confirming the adequacy of accounting and property management systems.
