Aircraft Computer Maintenance Management System

The United States Forest Service is seeking a Configurable Commercial-Off-The-Shelf (COTS) Aircraft Computerized Maintenance Management System (CMMS) tailored to support its aircraft fleet, with the system required to be currently in use within the aviation industry. The contract is structured as a firm-fixed-price requirements contract with a twelve-month base period and four one-year option periods, potentially extending the total performance period to five years. The CMMS must comply with federal accessibility standards including Section 508 of the Rehabilitation Act, WCAG 2.0 Level A/AA, and ISO 14289-1:2016, with an Accessibility Conformance Report based on the VPAT Version 2.1 or later required within ten days of award. Performance must ensure 95% system uptime, support 24/7/365 technical assistance, and integrate with existing fleet data through attachments such as the WCF Fleet Aircraft List and CMMS_QASP. The system must also adhere to USDA and Forest Service IT security policies and supply chain risk management standards, with all components requiring clear country of origin labeling and traceability to prevent counterfeit or compromised items. Contract performance is governed by strict personnel and cybersecurity protocols requiring all employees to undergo a National Agency Check with Law Enforcement and Credit Check (NACLC) or higher, with those in sensitive roles needing formal security clearances or suitability determinations. All personnel must comply with HSPD-12 and USDA Directive 4620-002 for personal identity verification, obtain USDA LincPass credentials through successful identity proofing, and sign Non-Disclosure Agreements. Deliverables are subject to F.O.B. Destination terms, with final acceptance occurring at a government facility or via virtual demonstration after validation of compliance with technical, accessibility, and security requirements. The evaluation process prioritizes Technical Approach—assessing capabilities in aircraft maintenance, supply and operations management, training, and help desk support—as the most important factor, followed by acceptable past performance in managing CMMS for large transport aircraft, and finally, price reasonableness. An award will be made to the highest-rated technical offeror if price is fair and reasonable and past performance is acceptable or neutral, with no tradeoffs permitted.
