Aircraft Computer Maintenance Management System

The United States Forest Service is seeking a Configurable Commercial-Off-The-Shelf (COTS) Computerized Maintenance Management System (CMMS) to support its aircraft fleet, requiring a solution that is currently in use within the aviation industry and capable of providing single-source tracking for aircraft, parts, and tooling. The system must support 5 to 50 concurrent users, maintain 95% system availability, offer 24/7/365 technical support, and operate in a FedRAMP-certified environment or on USDA’s hosting infrastructure. The contract is a Firm-Fixed-Price Task Order with a base period of 12 months and four optional one-year renewal periods, extending the total potential duration to five years. The system must comply with Section 508 accessibility standards as defined by 29 U.S.C. 794d, 36 CFR 1194, and WCAG 2.0, and deliverables include a VPAT within 10 days of award, user training within 30 days, and integration with FAMAuth for multi-factor identification. Implementation will begin with the SD3-60 fleet within 90 days of contract award, with all configurations and change requests subject to mutual agreement between the contractor and government. The contract imposes strict security, compliance, and supply chain requirements, mandating adherence to USDA’s Cybersecurity Maturity Model Certification (CMMC) and SCRM policies, with all software and systems subject to the protections outlined in Sections 1631–1657 under FAR 52.204-24 and 52.204-25. Contractors must implement anti-tamper technologies, use trusted shipping channels such as U.S. registered mail, provide chain-of-custody documentation, and may be required to use tamper-evident packaging at USDA’s discretion. All handling of Controlled Unclassified Information (CUI) must be properly marked and safeguarded, and logical commingling of government data with other information is prohibited. Offerors must submit a Supply Chain Risk Management plan, an Accessibility Conformance Report using VPAT Version 2.1 or later, and complete all required FAR and AGAR certifications including those covering equal opportunity, veterans' employment, labor rights, and anti-discrimination under Executive Order 14173.
