RFQ: Susquehanna River Road Corridor Safety, Shared-Use Path and Quarry Park Access Improvements
Solicitation # BPM059336
The Town of Port Deposit, in coordination with WILMAPCO, is seeking a multidisciplinary planning and engineering consultant to implement an integrated safety and mobility project for the Susquehanna River Road corridor. The scope of work focuses on establishing a context-sensitive safety strategy using the Safe System Approach, determining safe multi-modal access to the planned Hopkins Quarry Park, and evaluating the feasibility and preliminary design of a shared-use path between Granite Avenue and Octoraro Park. The project aims to produce an actionable 30 percent design and basis-of-design package by June 30, 2027, with the potential for future progression to final Plans, Specifications, and Estimates. This is a qualifications-based selection process where the contract will be awarded to the most qualified firm based on equal weighting of their proposed team and key staff, project approach, and related experience in rural corridor safety and riverfront access. Compensation and detailed scope will be negotiated after the selection of the highest-ranked firm; therefore, no fee or price information should be included in the technical proposal. The project is initially funded by the Wilmington Area Planning Council and the Maryland Department of Transportation Kimberly Lamphier Bikeways Grant Program. Selected consultants must provide proof of financial capacity, a bid affidavit, and professional liability insurance of at least 1,000,000 dollars per occurrence, while adhering to federal civil rights and non-discrimination provisions.

John Wayne Airport, owned and operated by the County of Orange, is the only commercial airport in Orange County, California. JWA is located approximately 35 miles south of Los Angeles, between the cities of Costa Mesa, Newport Beach, and Irvine. JWA serves a population of approximately three million people in 34 cities and the unincorporated areas of Orange County. JWA is one of five airports providing commercial air transportation services in the Southern California/Los Angeles basin. Twelve commercial airlines provide commercial passenger service at JWA providing nonstop service to more than 40 destinations in the United States, Canada and Mexico. In 2024, JWA served approximately 11 million passengers. Two all-cargo carriers operate at JWA, carrying approximately 16,231 tons in 2024. The majority of flight operations are generated by privately owned and operated general aviation aircraft. Services offered to the general aviation community range from full-service Fixed Based Operators to specialized service providers. John Wayne Airport intends to pre-qualify firms to provide Planning and Programming services for various projects. To satisfy this need, it is John Wayne Airport's intent that this RFQ process will enable the County to establish Qualified Vendor Lists (QVL) to provide those services. The QVL is typically renewed at least once every three to five years to give additional firms an opportunity to participate. The County reserves the right, at its sole discretion, to make multiple awards to respondents for services requested in this solicitation.
