The Department of Veteran Affairs intends to award a firm-fixed-price sole source contract under the authority of FAR 6.302-2 and FAR 13.5 for research services focused on statistical modeling and cognitive assessment. This research aims to investigate individual differences in EEG measures related to information-processing and how deficits in these processes impact functional outcomes, particularly through impaired cognition and increased negative symptoms. The work will be conducted at the Jennifer Moreno VA Medical Center in San Diego, CA, utilizing event-related potentials (ERPs) as objective measures of brain function in multi-site clinical studies. The sole source provider identified is Dr. Michael Lee Thomas from Fort Collins, CO. The contract falls under NAICS code 541715, which pertains to research and development in physical, engineering, and life sciences, excluding nanotechnology and biotechnology. Interested vendors must be registered in Beta.SAM by the closing date and provide evidence of relevant past performance, licensing, and if applicable, Veteran-Owned Small Business certification through VetCert. Although the notice is not a request for competitive quotations, all capability statements submitted by the deadline will be reviewed to determine whether a competitive procurement may be warranted. All submissions and inquiries should be directed to Charity Cazee, Contract Specialist, by 12:00 PM Pacific Time on May 17, 2023, referencing notice number 36C26223Q1061.

Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.
