Alarm and Access system monitoring and maintenance

The Canada Border Services Agency (CBSA) is seeking a contractor to provide comprehensive alarm monitoring, corrective maintenance, and additional work requests for access and security systems across 12 designated sites within the National Capital Region and Ottawa, including 2265 and 2270 St-Laurent, starting April 1, 2027. The initial contract term runs from July 1, 2026, to March 31, 2028, with three optional one-year extensions available under identical terms. Services include 24/7 monitoring of Kantech Entrapass Global Edition and Symmetry Professional V.8.1 access control systems, intrusion detection alarms, and video surveillance, along with emergency repairs within 24 hours, preventive maintenance per manufacturer guidelines, system backups, spare parts inventory management, and system redeployment. All work must be performed by technicians holding SECRET-level security clearances under the Contract Security Program, and the contractor must maintain a SECRET-level facility clearance. Personnel replacements require prior government approval with full documentation of qualifications and clearance status. Subcontracting is restricted and requires written consent except for off-the-shelf items and customary industry practices, and all subcontractors must adhere to the same security and contractual obligations as the prime contractor. The contractor must comply strictly with the Contract Security Manual, Supplemental Security and Classification Guide, and Treasury Board policies, and all proprietary information must be properly marked. The offeror must complete the Application for Registration form, disclose any former public servant status with pensions or lump-sum payments, and submit non-disclosure agreements for all access personnel. Proposals are evaluated on a Lowest Price Technically Acceptable basis, where technical compliance is mandatory before price is considered. All technical requirements are binding, and non-compliance results in rejection regardless of cost. Invoices must be submitted electronically to the designated CBSA mailbox, include required financial codes, and follow specified formats. Inspection and acceptance occur at the delivery sites, and Canada retains the right to reject work that fails to meet industry standards or the 99% system availability requirement. No contract value is disclosed, and all pricing submissions are confidential. The contract includes survival clauses for confidentiality, representations, and warranties post-termination, and Canada reserves the right to inspect contractor premises at any time for security compliance.
