Alaska Range Combat Training Integrated Communications and Support (ARCTICS) II - Draft CLIN Structure

This sources sought notice for the Alaska Range Combat Training Integrated Communications and Support (ARCTICS) II initiative is a market research action by the Pacific Air Forces to gather industry feedback on a draft Contract Line Item Number (CLIN) structure prior to issuing a formal solicitation. The draft CLIN structure includes four components: CLIN 0001 for baseline JPARC operations and maintenance under a Firm-Fixed-Price model; CLIN 0002 for travel, shipping, and refueling under Cost-Plus-Fixed-Fee; CLIN 0003 for materials and contract administration support under Cost-Plus-Fixed-Fee; and CLIN 0004 for surge, overtime, and special projects using pre-priced subsidiary lines and pre-negotiated options. The projected service start date is January 2029, with a one-year base period and four optional years, and performance will be primarily conducted at Eielson Air Force Base and Joint Base Elmendorf-Richardson within the Joint Pacific Alaska Range Complex, including remote and deployed locations. Responses are requested on the clarity and suitability of the CLIN structure, along with company information including UEI, CAGE code, and business size. The contract requires comprehensive operations and maintenance support for combat training systems, including IT infrastructure, cybersecurity, range instrumentation, facility management, vegetation and snow control, and staffing with personnel holding clearances up to TOP SECRET/SCI/SAP. The contractor must ensure full compliance with stringent security protocols, including maintaining a TOP SECRET facility clearance, providing all personal and safety equipment, adhering to strict flightline and badge access requirements, and ensuring 100% workforce certification for specialized roles such as COMSEC officers, HAZMAT handlers, and helicopter load riggers. The government will furnish property including systems like JAWSS, WISS, and LINK-16/SADL equipment, with all items subject to MIL-STD-130 unique item identification and tracking, and adherence to Air Force reusable container and precious metals recovery programs. Packaging and labeling must comply with MIL-STD-130, MIL-STD-31000, and AFI 24-602, while invoicing and financial reporting will follow electronic systems like WAWF and align with the Contractor’s Work
