Alberta Municipalities - Request for Proposal - Clean Energy Improvement Program – Program Evaluation

Alberta Municipalities is inviting qualified third-party evaluators to conduct a comprehensive process and impact evaluation of the Clean Energy Improvement Program, which includes all local municipal streams across Alberta. The program enables residential and commercial property owners to finance energy efficiency and renewable energy upgrades through property-assessed financing, where repayment is tied to the property tax bill rather than a traditional loan. As the provincial administrator, Alberta Municipalities collaborates with municipalities to deliver the program, and this evaluation aims to assess how effectively the program is designed, implemented, and delivering measurable outcomes. The evaluator will analyze program operations, participant experiences, adoption rates, energy savings, economic impacts, and equity considerations, then compile findings and actionable recommendations into a final Program Evaluation Report. The evaluation must be completed according to a defined scope and timeline, with the proposal due by September 14, 2026. The successful bidder must demonstrate proven expertise in energy efficiency program evaluation, experience with property-assessed financing models, and a strong understanding of municipal governance structures in Alberta. All work will be performed in Alberta and must align with the program’s goals of increasing energy savings, reducing emissions, and expanding access to clean energy upgrades.
