All-Age Carers Service

Liverpool City Council is recommissioning its All-Age Carers Service to provide a citywide network of information, advice, assessment, and practical support for unpaid carers. The service is designed to identify carers early, promote wellbeing, and ensure statutory duties are met under the Care Act 2014 and the Children and Families Act 2014. The procurement is divided into five distinct lots: a digital carer platform and guidance, adult and parent carers, young and sibling carers, carer advocacy, and carer opportunities. Key deliverables include the implementation of a streamlined digital triage platform, the delivery of holistic statutory assessments, and the provision of tailored breaks, training, and peer support. The total estimated value of the contract is 5,355,785 GBP excluding VAT, with the term running from May 1, 2027, to April 30, 2031, and a possible 12-month extension. Individual lot values range from 253,865 GBP for Carers Opportunities to 2,801,760 GBP for Adult and Parent Carers. The council is specifically encouraging participation from small and medium-sized enterprises as well as voluntary, community, and social enterprises. The award decision will be based on a weighted scoring system evaluating quality, price, and social value. The deadline for tender submissions is October 28, 2026.
