This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement PGI 206.103-170. The Naval Air Systems Command (NAVAIR), PMA-265 EW Division is conducting market research to identify potential sources with the expertise, capabilities, and experience to upgrade the ALR-67(V)3 Multi-Channel Analog-to-Digital (MCAD) Application Specific Integrated Circuit (ASIC). The scope for this effort will include upgraded ALR-67(V)3 Multi-Channel Analog-to-Digital (MCAD) Application Specific Integrated Circuit (ASIC) that is equivalent to the form, fit, and function of the existing Digital Countermeasures Encoder (DCE) configuration. This acquisition is driven by a critical Diminishing Manufacturing Sources and Material Shortages (DMSMS) issue. The original MCAD ASIC is obsolete, existing inventories are depleted, and the original design documentation is unavailable, necessitating a complete component redesign to satisfy sustainment requirements. The upgrade is intended to maintain full compatibility with the current system while addressing obsolescence, model translation, and sustainment.   



THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL.  The results of this Sources Sought will be utilized to determine if the required product exists in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. A site visit is required to determine a suitable source.  


Eligibility 


The Product Service Code (PSC) for this requirement is 5841 (RADAR EQUIPMENT, AIRBORNE). The NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing).  


REQUIRED CAPABILITIES  


The primary objective of this effort is to resolve a critical component obsolescence issue. The Government requires a vendor capable of designing, fabricating, testing, and delivering a Form, Fit, Function, and Interface (F3I) replacement for the original MCAD ASIC. Due to the unavailability of the original design files, this will require a full redesign effort to create a "drop-in" replacement that requires no modifications to the host system hardware or software. 


The Contractor shall demonstrate the capability to produce custom 352-pin Ball Grid Array (BGA), Multi-Channel Analog to Digital Converter (MCAD) Application-Specific Integrated Circuits (ASICs) with the following characteristics: 


The MCAD ASICs shall be 80-MHz, 22-channel, 7-bit Analog/Digital Converter with on chip system Digital-Analog Converter (DAC). The MCAD ASICs shall consist of 2:1 switch per each channel, 7-bit Successive Approximation Register (SAR) Analog/Digital Converter (ADC) per each switch, calibration DACs per each 7-bit SAR DAC, 10-bit DAC, clock distribution, Calibration Interface, and references.   


The MCAD ASICs shall take in 22-channel inputs of analog video and output 22-channels of digital video at 80-MHz.

ANTICIPATED CONTRACT TYPE: The Government anticipates issuing a Cost-Plus Fixed Fee (CPFF) contract type in accordance with the Non-Recurring Engineering (NRE) exception to the fixed-price mandate under Executive Order 14402. 


SUBMISSION DETAILS 


Interested businesses shall submit a brief capabilities statement package (no more than ten (10) 8.5x11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to provide the supplies or services listed in the required capabilities described herein. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number and email address.  


The documentation must address, at a minimum, and contain the following: the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code, and UEI number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract reference relates to the required capabilities described herein. 


Describe the specific technical capabilities and experience which your company possesses which will ensure capability to perform requirements as outlined in the required capabilities described herein.  


The Government will acknowledge receipt of responses received. It is the contractor’s responsibility to follow-up with the Government in the event that an acknowledgement of receipt is not received.
