Ambient air monitoring and reporting

The Regional Municipality of Durham has issued Request for Proposal RFP-799-2026 for a four-year ambient air monitoring and reporting program to support the environmental compliance of the Durham York Energy Centre. The contract involves the monitoring, maintenance, and reporting for two active stations located in Courtice, Ontario: the Upwind Station at the Courtice Water Pollution Control Plant and the Downwind Station on Rundle Road. The period of performance for monitoring and maintenance runs from January 1, 2027, to December 31, 2030, with reporting activities concluding after the submission and approval of the 2030 annual reports. The scope includes technical obligations for data analysis and reporting to the Ministry of Environment, Conservation and Parks, with provisional requirements for the relocation of the Courtice station and expanded sampling for dioxin, furan, and dioxin-like PCB congeners. All work must adhere to the MECP Operations Manual for Air Quality Monitoring in Ontario (2018) and the 2012 Ambient Air Quality Monitoring Plan. Laboratories used for analysis must be ISO/IEC 17025 certified and signatory to the ILAC MRA. The selection process follows a three-stage evaluation based on mandatory submission requirements, mandatory technical requirements, rated criteria, and pricing. Successful proponents must provide a comprehensive QA/QC plan and ensure technicians hold Working From Heights and Compressed Gas certifications. Insurance requirements include Professional Liability coverage of at least 2 million dollars per claim. Invoices are submitted monthly on a time and materials basis, with payment terms set at 60 days upon approval.
