Consulting Engineering Services for the preliminary and detailed design of the South Whitby Zone 1 Feedermain Phase 4 (SWFM4) on South Blair Street, Watson Street E, Galt Street and Grand Trunk Street, Town of Whitby

The Regional Municipality of Durham is seeking consulting engineering services for the preliminary and detailed design of the South Whitby Zone 1 Feedermain Phase 4 (SWFM4). The project involves the installation of a 1200mm Zone 1 feedermain across South Blair Street, Watson Street East, Galt Street, and Grand Trunk Street in the Town of Whitby, connecting to the existing feedermain beneath the CNR line. The scope also includes the abandonment of existing 600mm and 450mm CPP feedermains and the delivery of comprehensive design packages, including tender and construction documents, a technical memo for commissioning and reconnection, and the procurement of necessary stakeholder approvals. Proposals must be submitted electronically by October 14, 2026, at 2:00 PM. The evaluation process consists of three stages: mandatory requirements, rated criteria, and pricing, with the final award based on a combined score. Selected consultants must maintain professional liability insurance of at least 2 million dollars per claim and provide a valid WSIB Clearance Certificate. Payment is based on a time-task matrix with hourly rates, subject to an upset limit, and is processed within 60 days of approval. The project follows a phased delivery approach, including a Preliminary Design Report at 30%, a draft Final Design Report at 60%, and a final version at 90%, with all final deliverables requiring the seal of a Professional Engineer.
