Emergency Medical Support and Evacuation (MedEvac) Services
Solicitation # 80JSC026MEDEVAC5Q
NASA Johnson Space Center is soliciting proposals for Emergency Medical Support and Evacuation (MedEvac) Services under solicitation 80JSC026MEDEVAC5Q. This firm-fixed-price contract aims to secure global medical evacuation and air ambulance membership coverage, including specialized support for Soyuz landing zones in Kazakhstan. The overall period of performance is from October 1, 2026, through September 30, 2031, consisting of a base period through September 2029 and two one-year options. The government intends to make a single award on an all-or-none basis, with an estimated annual cost of 60 million dollars. The scope of work requires the contractor to provide global medical transport and membership services, including the capability to have crewed, fueled, and mission-ready aircraft at approved staging locations in Kazakhstan six hours prior to scheduled Soyuz landings. Contractors must maintain a documented Safety Management System and ensure all aircraft and personnel comply with 14 CFR and local laws. The contractor is also responsible for coordinating insurance and hospital payments via Guarantee of Payment services to ensure immediate patient discharge without government financial liability. Proposals will be evaluated based on Best Value using a tradeoff process, where technical capability and price are of approximately equal importance. Technical capability is assessed through specific questions and scenarios; proposals rated unacceptable in this category will not receive a price evaluation. Offerors must submit electronic proposals including technical responses, pricing for all offeror fill-in blocks, and a verification statement of their SAM.gov representations and certifications. The deadline for receipt of offers is September 15, 2026.

The Department of Veterans Affairs is soliciting comprehensive ambulance services through solicitation 36C24826R0015 to support the Tampa VA Healthcare Network, covering Advanced Life Support (ALS) and Basic Life Support (BLS) transportation across primary and satellite facilities in Tampa, Brooksville, Lakeland, and other locations throughout North Florida and neighboring states. The contract is structured as a five-year award with one base year and four option years, extending through November 30, 2031, with quantities specified for each service type—including ALS and BLS pick-ups, critical care transport, mileage beyond base rates, and waiting time—across all periods. The solicitation incorporates multiple amendments that revised submission deadlines, clarified performance requirements, corrected CLIN labeling, updated the Price/Cost Schedule, and provided additional questions and answers regarding COPCN certifications, subcontractor licensing, response times, and vehicle standards. The contract is governed by FAR and VAAR regulations, with mandatory compliance with wage determination WD15-4571 Revision 28, the Service Contract Act, and VA-specific security and privacy mandates including HIPAA, NACI background checks for personnel, and prohibitions on telecommunications equipment from sanctioned vendors. Offerors must submit three volumes covering pricing, past performance references and questionnaires, and socioeconomic certifications if claiming SDVOSB, VOSB, or HUBZone status, all submitted electronically by the June 3, 2026 deadline. Evaluation of proposals will follow an Experience/Price Tradeoff methodology where experience is significantly more important than price, assessing the contractor’s performance plan, quality control system, vehicle and staffing capabilities, and use of VetRide or other approved transportation software. Experience must be rated as satisfactory or better to remain competitive, while price is evaluated for reasonableness against the government’s independent estimate. The award will prioritize best value, not the lowest price, and preference credits apply to certified veteran-owned small businesses. Contractors must also comply with stringent security requirements including the Contractor Security Control Assessment questionnaire, VA National Rules of Behavior, and business associate agreements for handling sensitive health data. Insurance requirements cover workers’ compensation and public liability, with all deliverables treated as government property requiring return or destruction upon contract closeout. Subcontracting goals are mandated for veteran-owned businesses, and all personnel must be U.S. citizens with English proficiency and approved background checks. Invoices must be submitted electronically via the VetRide Vendor Portal in HCFA-1500
