Transportation Services for Bulk Jet Fuel
Solicitation # SPE60327R5X05
DLA Energy is conducting market research through this Request for Information (RFI) to identify potential sources for bulk jet fuel transportation services for U.S. Forces in Germany. The requirement involves transporting aviation-grade turbine fuel from two primary pick-up locations—CEPS Depot in Neuburg for the East region and CEPS Depot in Bellheim for the West region—to various Defense Fuel Support Points across Germany. This is a sources-sought announcement under NAICS code 484230 and is not a solicitation for proposals; therefore, no contract will be awarded from this specific announcement. Contractors must certify the aviation-only service history of their equipment and provide drivers with active ADR Class 3 certifications for flammable liquids. Operational requirements include the ability to meet 24/7/365 emergency surge support with a four-hour dispatch window, which necessitates securing exemptions from the German Sunday and public holiday heavy vehicle driving ban. Additionally, providers must demonstrate the ability to meet U.S. military base access and security vetting requirements. Interested respondents must provide company identification, CAGE/NCAGE codes, and detailed evidence of their operational capacity and experience in bulk fuel transportation within Germany.
