Ammunition Bunker Extended Storage Expansion Project

The United States Secret Service is seeking a single firm-fixed-price design-build contractor for the Ammunition Bunker Extended Storage Expansion Project located in Laurel, Maryland. This turn-key effort involves the relocation of two existing outdoor explosives and ammunition storage magazines, each weighing approximately 54,000 lbs, and the construction of new reinforced concrete pads and a 5,400 square foot ATF SPEC Type 2 multiplex magazine. The scope includes site preparation, utilities, grounding, bonding, and HVAC/humidity control. The project magnitude is estimated between 1 million and 5 million dollars, with a period of performance extended to 365 days. This is a total small business set-aside solicitation evaluated on a best-value tradeoff basis, where non-price factors—including technical approach, schedule, and past performance—are significantly more important than price. Offerors must provide a bid bond equal to 20 percent of the bid price, not to exceed 3 million dollars, and are required to adhere to strict safety and accessibility standards, including OSHA, ADAAG, and UFAS.
