Lockheed Martin Rotary and Mission Systems was awarded a cost-plus-incentive-fee and cost-only contract, N00024-26-C-5203, on February 20, 2026, for engineering and program management services supporting the AN/SQQ-89A(V)15 Surface Ship Undersea Warfare Combat System. The initial award value is $78,429,802, with a total potential cumulative value of $479,933,956 if all options are exercised. The scope of work includes the development, qualification, and integration of software baselines, specifically Advanced Capability Builds ACB-19 through ACB-29, to maintain fielded systems and certify future upgrades for Cruiser-Destroyer and Constellation Class platforms. The contract is a combined purchase supporting the U.S. Navy (82%), the government of Japan (13%), and the government of Australia (5%) under the Foreign Military Sales program. The contract was awarded on a sole-source basis under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Lockheed Martin possesses unique technical capabilities and specialized lab infrastructure essential to avoid unacceptable schedule delays. Work is primarily performed in Manassas, Virginia, and is expected to be completed by February 2027, with options extending the period of performance through February 2031. The Naval Sea Systems Command in Washington, D.C., serves as the contracting activity. While this action is non-competitive due to the critical nature of the existing software tools and classified system expertise, the Navy plans to recompete follow-on work in FY29 by separating software development and production into distinct solicitations.
