AI Contract Overview

The contract involves the design and construction of a comprehensive microgrid system at the Anniston Army Depot (ANAD) in Alabama to enhance energy resiliency through an on-site automated energy control and storage management system. The microgrid will integrate new and existing energy assets, including 10MW of new natural gas generation, solar photovoltaic arrays, and medium voltage switchgear connected across multiple substations, enabling full islanding capability to maintain critical operations during grid outages for at least 14 days. The project expands on prior microgrid installations by linking assets at Nichols, Demil, and Eulaton substations, incorporating advanced controls, automated switching, and load shedding to prioritize mission-critical loads and sustain depot operations independent of the external utility grid. The system will comply with applicable cybersecurity criteria and distribution operator requirements, ensuring secure and resilient power delivery. This effort is a Design-Bid-Build construction contract estimated between $25 million and $100 million, set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). It will be awarded on a best value tradeoff basis, potentially without discussions, as per government discretion. Construction includes installing natural gas generators with protective enclosures, SCADA control systems, upgraded communication infrastructure, and necessary support facilities such as water lines and relocated storage sheds. The solicitation is expected to be released around February 2025 and will be electronically available via the SAM.gov portal. Contractors must maintain active SAM registration to be eligible, and the NAICS code for this procurement is 237130, which covers power and communication line construction. The project aims to significantly enhance energy independence and resilience for critical depot functions.
