Full Description

NASA/GRC has a requirement for continued maintenance and support for the Wonderware Intouch HMI (Human Machine Interface) software licenses currently in use at our Center. NASA/GRC intends to purchase the support from Q-MATION, 425 Caredean Dr., Horsham, PA 19044-1230. The Wonderware software license package was originally purchased from this vendor and the source codes are proprietary to the manufacturer. Q-Mation is the authorized area distributor for the purchase of the maintenance and support. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The sole source in under the authority of FAR reference 1.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 23, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
