Full Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: OPM3314R0007 and is issued as a Request for Proposal (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-74 dated November 1, 2014. The North American Industrial Classification System (NAICS) code is 518210, and the small business size standard is $30 million. This procurement is unrestricted, allowing both large and small business to submit proposals. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Statement of Objectives detailed below. The period of performance is for five (5) years (base year and four (4) one-year periods) effective January 1, 2015. OPM intends to award one Firm Fixed Price Contract to the offeror that represents the best value to the government. The Period of Performance (POP) shall be five years (base year and four (4) one-year option periods). The base period will begin January 1, 2015. The anticipated award date is on or about December 31, 2014. Vendors not registered in the System for Award Management (SAM) database on September 27, 2014 will not be considered.
