AI Contract Overview

The Washington Headquarters Services Department of Defense is seeking premium maintenance and a renewed annual service plan for an APC 40KVA UPS unit located in the HRP, Room 215. This requirement includes battery replacement and factory technical on-site inspections to ensure the continued operation of critical backbone network devices, servers, and SAN systems. Because these units provide essential conditioned and backup electrical power, any failure would result in widespread network and server connectivity outages across the WHS. Under solicitation 13EN220164, the government determined that establishing a maintenance and support agreement is more cost-effective than replacing the existing system. The contract falls under NAICS code 335999 and is managed by the Office of Washington Headquarters Services in Washington, DC. Failure to secure these services poses a significant risk to operational stability and network availability.

Full Description

EITSD/ESD has a requirement to provide premium maintenance for battery replacement and renew its annual and service plan for its APC 40KVA UPS unit installed in the HRP, Room 215. These units provide conditioned and backup electrical power for the critical Backbone network devices and servers, DFD network devices, SAN, and servers. If these devices stop working there will be a failure in the network and server connectivity across WHS and will be down until the units can be repaired. This maintenance includes factory technical on-site inspection to minimize downtime. A market survey was conducted and a comparison was done to determine with of the following two alternatives would be move advantages to the government: replace the existing system; or establish maintenance and support. It was found that the initial cost for a new system exceeds the cost of regular maintenance. Failure to establish the maintenance and support will result in a loss of network and server connectivity causing network outage for all of WHS.

Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
