The New York State Department of Transportation (NYSDOT) has secured an exemption from the requirement to publicly advertise for appraisal services in the Western Zone under Contract #C037879. This exemption, approved on August 4, 2025, allows for a single-source extension of the existing contract for an additional 12 months, concluding around August 12, 2026. The exemption was granted based on the determination that a competitive procurement was not feasible, as the contract was awarded to Emminger, Newton, Pigeon and Magyar, Inc., which is recognized as the sole source provider for these services in this context. The contract covers all counties within New York State's Western Zone and is valued between $500,000 and $2,000,000. The contract was initially posted on August 5, 2025, with a response deadline of August 12, 2025. The services involve appraisal work essential for transportation planning and infrastructure projects across the Western Zone. The designated point of contact for inquiries is Ryann LaVigne, a Contract Management Specialist at NYSDOT, reachable via email or phone. This extension ensures continuity of appraisal services without the need for new competitive bidding, aligning with the legal provisions under NY State Finance Law Section 163.10 (b).
