The Department of Financial Services, through its Office of Information Technology and the Division of State Fire Marshal, intends to procure ArcGIS software licenses, support, maintenance, and web hosting services from Environmental Systems Research Institute, Inc. under a single-source justification, as no alternative vendors can meet the technical integration requirements of existing state systems. The procurement, identified by solicitation number 2526-13 SS OIT-FM, is governed by Florida Statutes 120.57(3) and 287.057(3), which permit non-competitive awards when a product or service is uniquely available from one source. The estimated contract value is $58,968.00 for a one-year period from October 19, 2026, to October 18, 2027, covering a comprehensive suite of ESRI geospatial tools including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Field Maps, ArcGIS StoryMaps, and ArcSDE, all essential for managing mobile data collection, public-facing incident mapping, and centralized geodatabase operations for mining and fire incident reporting systems. Vendors must submit relevant information by July 28, 2026, at 2:00 p.m. ET through the Vendor Bid Systems, and failure to demonstrate the absence of viable alternatives will result in the Department proceeding solely with ESRI. The services include full maintenance, end-user training, documentation, secure role-based access, automated publishing of interactive maps, and public data accessibility, with no physical packaging or delivery requirements due to the digital nature of the deliverables. Contract administration is overseen by Andrea Brooks of the Office of Purchasing and Contractual Services in Tallahassee, Florida, with no formal inspection protocols, evaluation factors, or option periods specified beyond the base term. The procurement hinges on statutory compliance with Florida Statute 522.30 and relies entirely on ESRI’s proprietary platform for interoperability with current state infrastructure.
