Architect and Engineer Professional Services, IDIQ Pool

The State of North Dakota, through its Office of the Adjutant General (OTAG), is seeking to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract pool comprising qualified architects and engineers. This aligns with OTAG’s mission to execute numerous public improvement projects each year, streamlining the process of acquiring necessary architectural and engineering services. The selected firms will be tasked with various projects at National Guard facilities throughout North Dakota. Required services include design and remodeling, preparation of plans and specifications, and submission of electronic and hard copy drawings before project bidding. Additionally, firms will provide as-built drawings, specifications, and operation and maintenance information within six months post-completion of projects. Other tasks may include inspections, studies, reports, cost estimates, utility locates, GIS data collection, and LEED certification as needed. Up to sixteen firms will be chosen under this IDIQ agreement across four specializations, namely architecture, civil engineering, mechanical engineering, and electrical engineering, with up to four firms for each discipline. Each proposal must clearly indicate the specific discipline being applied for, as submissions are limited to one discipline per response. The initial contract term is twelve months, starting around June 1, 2025, with the possibility of four additional option years at the state's discretion. The projects will be completed at different National Guard facilities across North Dakota. The contract's estimated value ranges between $5,000,000 and $20,000,000, and proposals are due by April 30, 2025.
