This contract seeks architectural and engineering (A-E) firms to support the U.S. Nuclear Regulatory Commission's (NRC) long-term housing strategy and restoration activities primarily at the White Flint Complex in Rockville, Maryland. The procurement is a competitive, single IDIQ task ordering contract set aside exclusively for qualified service-disabled veteran-owned small businesses (SDVOSB) under NAICS code 541310. The contract is expected to have a base year plus four one-year options, with a maximum ceiling of $5.5 million and a guaranteed minimum of $75,000. Services encompass a broad range of design-related activities such as field surveys, engineering studies, design and construction documents, project management, construction administration, and permit acquisition. Firms must have licensed personnel in key disciplines and comply with organizational conflict of interest rules, as the awarded firm will be precluded from competing on subsequent construction contracts resulting from this work. Submittal of Standard Form 330 is required, with a deadline of 2:00 pm EST on April 14, 2015. Evaluation of responses will focus on five key criteria: professional qualifications of key personnel, specialized experience and technical competence (including environmental considerations), past performance, capacity to perform multiple projects concurrently, and geographic proximity to the project site. Detailed guidance is provided for required personnel qualifications and documentation of relevant project experience, past performance, and team capacity. Firms located within 50 miles of the NRC headquarters will be preferred due to the anticipated on-site presence. Post-evaluation, discussions and negotiations will proceed to award a firm-fixed-price and/or time-and-materials contract following FAR procedures. Registrations in the System for Award Management (SAM) are mandatory prior to contract award. The contracting officer for inquiries is Nancy Lamon-Kritikos.

The purpose of Amendment 0001 is to correct the set-aside to Service-Disabled Veteran-Owned Small Business (SDVOSB). The response date and time is not extended. This is a call for submittal of Standard Form (SF) 330s from Architectural and Engineering (A-E) firms to support the United States Nuclear Regulatory Commission's (NRC) long-term housing strategy and NRC's restoration and refurbishment activities. Currently, the long-term housing strategy will consolidate NRC headquarters at the White Flint Complex (WFC) located in Rockville, Maryland. The WFC consists of three buildings located at the following addresses: (1) One White Flint North, 11555 Rockville Pike, Rockville, MD 20850; (2) Two White Flint North, 11545 Rockville Pike, Rockville, MD 20850, and (3) Three White Flint North, 11601 Landsdown Street, North Bethesda, MD 20850. The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) task ordering contract (see attached Statement of Work). This competitive procurement has been set aside for qualified service-disabled veteran-owned small businesses (SDVOSB). All other firms are deemed ineligible to submit qualifications. The total value of all task orders issued against the IDIQ contract shall not exceed $5,500,000 over all five years. The Government guarantees a minimum of $75,000 for the contract term. The minimum guarantee is typically met by the issuance of the first task order.
